Damn that bass drum!!

It is. Now we have much better options for kick heads so with the right combination and tuning they are not needed. You have to make what you have work for you, and the cheapest damping tool is an old pillow or blanket. They also make these things that go underneath your head that dampen it (kind of like a richie ring for your kick) but that is another trip to the store and more money.
The best solution would be the one that dampened the head without taking up too much air space inside the kick, because that will effect the done of the kick.

Foam works too. So would a small sandbag up against the batter head or a 2 inch felt strip placed under and across the head. Once the head is tuned, pull the ends of the strip to dampen the head. It is all about dealing with what you have and knowing what it takes to get the sound you want.
 
Muffling The BD

YES! Anything would do the trick even muffling on the drum head itself :)
I prefer John Bohnams technique of taking off the front head and lining the inside with Foil! :D
I wouldn't use a pillow unless it was small.
I just feel it takes away too much of the drum.
It's not necessary unless your neighbors are complaining.

In about that order, depending on the type of music.

I have never heard of the take off the front head and line it with foil trick. Everything I have seen had the front head intact with the batter tuned really tight and the front tuned low. All of his drums were ringy as hell.
