CWPA9 Audio FX Problems

I was using CWPA 8 and then 9 and was having multiple problems in both, one of them being my FX weren't loading. A week ago I reformatted my computer down to nothing (took off 98), then started from scratch. After installing CWPA9, my FX started working again. FX were working yesterday, but now when I try to apply an effect such as reverb, etc. NOTHING HAPPENS! AAARRRGGGGHHH! Can't figure out why this is happening again. Any input is appreciated.
 
So what is your system? What have you done to optimise it? How are you selecting the audio to apply the effect? Can you hear it during playback if you insert it into the track as an effect?

Thanks for the quick reply...I have a Pentiem 3, 600mhz, 256MB Ram, Windows 98se, Delta 66. I click on the audio i want to effect, then go to edit and then to audio effects. But when i choose an effect, the effect does not load. the audio options such as fade/envelope and 3db up/down still work though.

What do you mean by optimise?
 
KNINE can you access the FX in the mixer?? you know double click (or is it right click) the black area at the top of each channel
