Cubase LE Sound Lag

Alright so here's the nitty gritty. In Ableton I get no latency but in Cubase I get tons of it (like 4 seconds on recording and playback). Why is this? I'm using a fully legal copy of Cubase LE. I'm also getting crackling when I play guitar into Cubase.

Please, somebody help me with this! Oh and don't mention my interface. I though it was the interface but it's not. As I said, Ableton works fine. I also tried using a different guitar and a different cable, issue persists.
 
What ASIOs do you have selected in Cubase Devices? You want to select the ASIO provided with your audio card.
 
I'm using a Tascam interface so I have that ASIO selected.
 
The only other thing I know of could be your direct monitoring, my has a weird long echo if its not set-up right. Devices (in Cubase) should say what the latency is, both in and out. Does it report it as being really high? Sorry I dont know of anything else.
 
Also check VST connections make sure everything shows up correctly in your bus setup
