Cubase LE 6 - two questions

Thanks for you time in advance.


For my first question I am wondering how to use a plugin on one specific part of an audio track instead of the whole thing(i.e using delay on one part to make a nice echo, instead of having the whole track delay) I saw a YouTube video using a different version of cubase and he simply just highlighted the area he wanted to echo then he clicked plugins on the left and selected delay from there. Unfortunately of course its not so simple in this version, the only place I can find delay is with in the audio track's Inserts, meaning when I do that the whole track will be delayed.


Okay Second questions, I am wondering how to or if its at all possible in cubase to change the pitch without shifting the time, I can do it so easily in audacity but the only way I know how to alter the pitch is through the Re-sampling tool under the Process menu. Whenever I do the area i wanted to have a low pitch would be so slow it's totally off beat.

Noob questions, I'm sorry. Help me become non-noob
 
For your first question, I would do this:

Create an FX track -Project>Add Track>FX Channel. Insert a delay on that channel. From the audio track you wish to add delay to, click the 'e' button to pull up Channel Settings. Select the FX channel from the Sends on the right. Automate the power button for the send at the parts you wish to have delay.

For the second, I believe LE6 has this ability. Audio>Process>Pitch Shift.
