i just got an amp, and the previous owner painted the name of the band on the top of the amp. just wondering what would be the best way of removing the paint without messing up the tolex.

I'd try using standard solvents like acetone, but being very gentle and using a qtip. IF you soak the whole area with something, it's probably very likely to attack the tolex as much as the paint. But you can use some nasty solvents if you try to get it right on the paint ONLY.

A freind of mine used to chuck the wooden qtip things in this shitty hand drill he got at harbor frieght.

Nail polish remover. Stuff works wonders and if you're lucky your old lady might have some around the house.

It depends entirely on the kind of paint. As suggested, use a q-tip to start and go light. You can try acetone, shellac thinner, mineral spirits/"paint thinner", lighter fluid, gasoline, charcoal starter, goo-off, soap and water, spray-n-wash, paint stripper, and others. If you're lucky, the paint solvent will be different than the tolex solvent. If not, you can always spray paint the the case the color of your choice. :)

OK i ended up just wetting a rag with a little soap and warm water, i scrubbed a little bit over the letters, then followed behind it with a dry rag and kinda "buffed" it out. the paint came off fairly easily that way, just sorta peeled off. :D

I keep a can of "Go Joe" mechanics hand cleaner around for cleaning amps, guitar cases etc... The stuff is great for cleaning almost any vinyl and leaves even ratty old vinyl and tolex looking new. It removes many stains, hides discoloration from age and exposure and removes most types of paint and ink. In addition, it's safe to use and smells a lot better than most solvents.
