Most applications (I use Sound Forge) allow you to change the sampling rate right within the application.
So far as doing it in the OS, it looks like it should be Control Panel / Sounds and Audio / Audio / Sound recording / Advanced. However on my work PC (which I'm on now and which has a SB Live) that tab is ghosted out.
