Change latency in host or control panel? (Delta 1010)

I see where I can change the latency and sample rate in my host...but is there another place I need to change it in say, the Delta control panel? I haven't found anything but I want to make sure I'm covering all my bases.
 
Once you make changes in one place, they should be reflected in the other (host vs. soundcard control panel).
 
Also, would an incoming sampling rate of 48 and a project sampling rate of 44.1 produce this problem: Guitar track starts on time to metronome but steadily speeds up (or seems like it) according to the metronome.
