I've got two passive 3way Cerwin Vegas speakers. With the correct amp, could I use these as monitors? Or is it the speakers, not the amp that matters? Or both?

It's more the speakers than the amp; but if that's all you have and you can't afford anything else--use them. They'll still be better than monitoring with headphones.
