When you say "splitting mp3 tracks", do you mean working separately with the left and right track?
About the 2 sec gap, it depends on the software you use to burn your discs. I use Nero, and there's a box where you can chose if you want a gap or not.

Hello my friend! I think he is going just to burn one large audio on CD with possibility to navigate through it.
Unfortunately I don't remember so far as Cool Edit but here is how you can do it in
Adobe Audition 3,0 (YES 3,0 >>I go for it)
Still, you can follow the same procedure for AA 2,0 and even 1,5.
First, you need to add CD track markers to your long file and export it as a new file.
(Ctrl+Shift+F8 is command for adding CD track markers. I Use the right click on my mouse while aiming above the yellow arrow on time line)
Start your new CD list in A.Audition and insert your file(new one with a track markers). AA will do rest of the job automatically.
Still you can change some options in the window which pops up while inserting the file.
The pause time is set to 2 sec by default but you can use any number you want even 0. (ZERO is what you want I guess)
You can add artist name, but most important is that you can program what parts will be played in which order. You can repeat some parts or decide not to play some of them at all etc.
To burn CD just press WriteCD-button
