I'll assume you're talking about .cda files which are written on commercial audio CDs and .wav files which are a Windows audio format.
.cda files are by definition stereo 16 bit 44.1KHz.
.wav files (like .mp3 files) exist in different flavors that have varying levels of resolution.
Standard CD burning software like EZ CD Creator from Adaptec handles the translation from .wav to .cda. A "ripper" program handles the reverse translation.
