Can i sing? if not, how can i get better?

Hey,so im rather shy about singing, else id try it with other people, but i dont feel comfortable doing so.
I uploaded a vid to youtube, here's the link:

Please note that i was playing the ukelele cause i wanted to learn that song but i know i play rather shitty :p, still trying to get used to singing and strumming which seems awfully hard to me for some reason :/
Anyways, please judge the voice and not the ukulele sound!

First, just speculation, you probably can sing, but this is not a good test. Do one of two things, learn the song and then record it so we can get a better idea or, get some prerecorded music, learn the song and try again.

I would further add, more or less, vocals are a subjective thing. I think most people can sing, it is a matter of selecting what works best with the voice. The best way to get better is, record, listen/ask and see where you need to make improvements. Give it another go with a more rehearsed song and then let us hear.
 
Well the positive is that you have a deep, interesting voice that I think would be interesting/pleasing if recorded. Agreed, this is not a good test. Sing without playing. Once you can do each separately, well, then try putting them together. But you don't even need to, really. Record each separately.
The biggest thing you need to work on is your pitch. You aren't hitting many of the notes accurately. Fix that first!
 
Also, congratulations on having the guts to post! I know it's hard, but it's necessary in order to get better!
 
I have to agree wit most that have posted. Learn the song and learn the music and put them together. Put a little more confidence in yourself and let it rip. It seems to me here you are holding back your vocals. Good luck and don't give it up just put more effort into it an you should be fine.
 
First, your accent is adorable! I have to agree with the other posters as i couldn't clearly hear your voice but, from what i could hear i do believe it is a good voice.
 
So shy he/she/it never came back to see whether random people on the internet thought he/she/it could sing...

Who says i didnt? :P i just lost the link to the forum and couldnt find it!
I will try to make another vid and apply your advices, that one was at 7 am in the morning before work so i didnt want to sign too loud!
Plus of course i am shy about it, but your responses gave me some confidence :)

I appreciate the responses! im just not sure about the "hitting the notes accurately", what do you mean by that and how can i improve it?
