can i make a meter bridge?

My mixer doesnt have a meter bridge that the company makes, but is it possible to just make something that I can put in right before any thing hits the mixer, and then just have a thru? I am thinking vu would be easiest, but mabye led? Any one have any ideas. It is a 24 channel mixer, so I will need 24 little meters. I might be going out on a limb here........
