Bleeding Question

I am using Cool Edit Pro 2.0 and when I try to record a vocal track over a beat, the beat playing in the background (not in the recording track) bleeds right over onto the recording, even when the mic is turned off. I don't know if I have it hooked up wrong, or if my settings are screwed up. I have been using Cool Edit on and off for a couple of years and I have no Idea how to figure this problem out.

I just figured out that when I try to record with anything playing in the background (it need not be inserted in to a track in cool edit) it automatically records it, and I have no idea why.
