Hello atom, welcome to the board. Well, It depends on what you are ....ahem..."soundproofing" against.... If you're building a bunker for a "shuttle" control room, yea, concrete is better :D But lets look at a few realities. Building a room within a room of ANY kind is an extremly difficult and expensive undertaking to do correctly.

However, excellent isolation can be attained with relatively simple construction if certain conditions exist, and you have the skills, budget and time. Of course, this is also considering you have gained an understanding of the principles involved. But the prime factor here what you are trying to achieve. Building a "room within a room" on the second floor of an apartment is next to impossible. Even attaining enough isolation to keep sound transmisssion from occuring when recording a rock band with live drums with amps on eleven, may be impossible if on a wood framed floor even on the first floor, especially if you have a lightweight exterior leaf. This is what I mean about existing conditions. Some are better than others, and some may kill your plan at the outset without vast sums of money. The best thing to do at this point is tell us everything you can about what you have in mind and the conditions. Information is king when it comes to studios. So if you want REAL solutions and answers, tell us what the circumstances are. In the meantime, here are some things to read.

Those should help with some of your questions.
