Audiophile Latency

I have this audiophile card but since my laptop died

I bought this pc and thinking about replace it with the
Audiophile 2496 PCI

Has anyone compared these two ?

what latency is good latency ?

how do I check the USB one for its latency ??

Latency being "good" is relative; it depends what you're doing. If your playing a soft synth with a midi controller, then I would think anything over probably 20 ms would be difficult. Or if you will be using input monitoring you want low latency. But just for audio, low latency isn't as crucial.

I'm not sure about the USB audiophile, but I think the PCI version (which I have) can get down to 2ms depending on your system.

If you want to check your latency you should be able to do it within your software in your audio/buffer settings. There should be a slider where you can increase and decrease the buffers therefore changing the latency. If you just want to see what the lowest possible latency is for the card, then look at its specs.
