Audio-Technica Pro 45 condenser mike question...

I got these to work with a Peavey XR2000 Mixer Amplifier. They work, but they work whether or not the phantom power switch is applied. There is no difference in the gain or anything else when I turn the phantom power switch to ON. Can somebody tell me what perhaps is happening here? Can condenser mikes work without phantom power voltage? Is the phantom power switch not working?
 
The specs say 9 to 52 volts of power, so as arcaxis says the capacitors in the phantom circuit may keep the mics alive for a while as it drains down below 9 volts.

i had a at2020 that i almost threw in the garbage because i truly believed i broke it not realizing the phantom power wasnt turned on in my audio interface
