You can just buy whatever adapter/cable required to get the output of your preamp married to the RCA analog inputs of your soundcard.
As far as active monitors ... you'll have to do the same thing with adapters/cables. Unless the monitors you get have the appropriate connection (RCA).
Also ..... the monitors will get connected to the analog outputs of the 2496, not the inputs.

For added flexibility (e.g., control volume, eq, headphones, etc.) you may want to purchase a small mixer to go inbetween your soundcard and your monitors. I ran the outputs of my soundcard to the inputs on a Yamaha MG10/2 mixer and then plugged my monitors into two channels on the mixer.
