i have some cubase song files that i made on atari and i want to trun them to pc files on cubase but i cant get my hands on an atari to do that is there any other way?

It all kinda depends on the media you have it stored to. Here's a link with some programs that allow an MS-DOS system to work with an Atari-format diskette. Even with these programs you will be running into lots of issues. It's not gonna hurt if you have some programming skills. Good luck.

As long as you can get your PC to read the Atari floppy (assuming you have your songs on floppy), then Cubase should be able to open *.all files without a problem.

It might not work with newer versions of VST, but it worked fine with Atari Cubase 3.0 and PC Cubase 3.7 a few years ago when I did it.
