I know people that do it, not to stop the rings, but because they like that sound.
Yeah, around here we call them......"Norwegians".

They're stupid and have no business being around a kit. If you want flat drums, use the right heads. It's really easy. A head combo that gives a flat response is always better than the wrong head with tape and shit all over it. You can use 2-ply coated batters and coated resos and be flat as hell without having to tape wallets or teddy bears to the heads. If you want it flatter than that, sell your drums and kill yourself because you are a drum retard.Unless of course, that's the sound you are actually going for. Dont you just love those people that automatically assume their way is the ONLY/right way?
The point I made has nothing to do with what is and what isn't better {which, after all is a matter of opinion}. Let's assume for a minute, OK, two minutes, that the second quote above is entirely correct and no one in the present universe is allowed to or can remotely dispute it. It's still a moot point and irrelevant because in the words of the fella that has made the above indisputable statementThey're stupid and have no business being around a kit. Yup, the snare is all about personal taste.

If you use the right heads, you don't need to do dumb stuff like that.
I don't get a buzz from my snares, but then I've never tried smoking or snorting one of them.
