An undescribable vocal effect - you know what I'm talking about

I want to get this vocal effect that is used so much in popular music, not for its popularity, but just to know how to do it. There are so many examples of it, like in that song Stacy's Mom it occurs during the bridge - the singer is singing "stacy's mom has got in goin on" and it sounds like he's singing underwater sort of or like in a closet or somethin. It actually sounds like a bad mic job but it's a cool effect. does anyone know how to create it?
 
You mean the stacked vocals? With unison parts, you get a natural chorus effect (that underwater-sound, shimmer, etc.).

Then there's the harmony stuff, which you can also layer.
 
You mean the megaphone/telephone/hollow pipe sound?

Try using an eq to roll off the lows and highs and boost a narrow peak in the midrange, you might need to add some distortion to taste.
