Would like some suggestions for individuals/companies (indie) that designs album cover art. We're working on a release, and would like something striking! Our release would be under creative commons, so we'd prefer not to pay too much

Just email him and put something like "Album cover quote request" in the subject line. He doesn't check his mail every day, so you may not get an immediate response.

He's an outstanding graphic artist. I'm sure he'd be happy to send you graphic samples of his work.

I'd just try to get in good with some graphic design college art kid. A friend of mine used to do work for free because she had to build up a portfolio to use as a pro designer/illustrator. I mean, you might not be so lucky as to get someone willing to do it for free, but you'll probably meet some inexpensive talent.
