ADAT and it use

Just installed an RME DIGI96/8. Can I use the ADAT optical output to a surround sound receiver.
My needs are simple. At the moment I plan one using the card to help in the generation of surround sound recordings.
Problem is, at this point in time nothing is being produced through the receiver.

STOP DOING THAT NOW!!!

ADAT's lightpipe and an optical TOSLink are two completely different animals.

"Probably" won't kill your receiver, but STOP IT just in case. It won't work.

Your receiver is looking for a digital two channel mix with surround encription. You need to encode your mix in surround before you can send it to a decoder. There are different programs for doing that but few do it live.
