pretty hate machine

Hey everyone,
For the last few years I have thought often about recording my music, yet I never had the energy to learn how to do it. I play electic, acoustic, and bass guitar. I never had the opportunity to learn drums because my legs were totally paralyzed in a car accident when I was seven years old. This also stopped me from being able to use those nice effect pedels...like Vox Wah. Ever since I heard the album "pretty hate machine" by NIN, I became aware that it was possible for me to put drum beats and effects to songs using a computer! I have used Cakewalk, but I found it difficult to program beats and solos because I do not have a MIDI keyboard. It also did not sound very realistic.
I would like to know how to record a song track by track digitally on the computer from scratch and make it sound very realistic. For example, I would like to first record the acoustic guitar track. After that, I would like to play a bass line over it and have that recorded as another track etc. Eventually I would like to add vocals, drums, and other digital effects. My question is: what kind of equipment do I need to do all this with a computer?
I am in the process of buying a new system with a P3 866 256MB RAM and 15K rpm SCSI HD/SCSI CD Burner. This should be fine for any computer program I would need... yet I'm not sure what programs to buy. What kind of sound card or mic do I need? SB Live? Darla? For industrial type effects (such as the ones found in Nine Inch Nails songs) should I buy a keyboard, sampler, and drum machine? Can they all be connected and controlled by the keyboard?
In short guys, my goal is to create songs in very high quality that range from folk songs to techno/industrial without that annoying MIDI "fakeness?". As for a budget... I'm willing to spend quite a bit of money on this stuff. I have been wanting to do this for a very long time now. I appreciate any advice... as I am pretty confused as to what I'm doing or want done. Thanks! =)
