I prefer the first one, to be honest. What effect did you use and at what settings?

well i used Filter>Artictic>Cutout

but the settings dont matter just mess with it its different for each picture

then for the second one i took the first picture (cutout) and used another filter called Sumi-e or somethin like that and just messed with that too
