Doesn't something about using the correct length of tape have something to do with it?

I'm using the 1800' tape as recommended.
It's about a ten second overshoot. Is that normal or do I need to adjust something?

Try running the tape farther into the reel before setting the load point. It may have gotten sloppy with time. 1800 ft is the right length
