My P4 even overclocked only hits about 110 to 120 degrees, much cooler than P3s that I have worked on. You still need a good fan, I'm running a Vantec. There are ways to overcome having to use a loud fan, like water cooling. Swiftech makes some good stuff: http://www.swiftnets.com/
