For bass overdrive I use an Ibanez PD7 Phathed bass overdrive pedal... it can sound a bit synthetic if its really cranked up to maximum distortion levels but if you dont get carried away it gives you a nice overdriven tone in a similar vein to Lemmy. I know that doesnt answer your question...

Im pretty sure Lemmy used a Rickenbacker 4001 and played with a pick... not sure about any effects etc but i guess thats a good starting point.

Im with GT on the thumb-resting-on-string statement... thats a big help when playing with fingers. Incidentally theres nothing wrong with using a pick... dont let the bass snobs tell you otherwise.
