    It looks to me like the capstan flywheel is the motor. It seems to have a permanent magnet on the back, in which case these coils are presumably being energised and de-energised in sequence to make the capstan flywheel rotate.

    By my calculations it'll mean the output of the transformer will be about 10% higher than usual, e.g. a 12V line will be about 13V. The voltage regulators can cope with that easily.

    Not sure what the belt's dimensions are, unfortunately, but it's the same belt as for the Tascam 388 if that helps any. You can find them on ebay fairly widely so it's probably a fairly common type of belt - I just don't know what.

    The belt may not be in great shape. Not only do they tend to disintegrate with age, but also 20 years in the exact same position could cause it to deform in interesting ways. Also check the pinch roller hasn't gone sticky either.
