    That's just an adhesive. If you power up fine, then they are ok. You can replace them if you want though. Not a bad idea for the power supply. Do you have a link to seller for those frosted bulbs? I could use a few myself.

    You do need a new belt. The capstan won't spin without the belt. And it's normal for the reel tables to spin when play is engaged while lifting the tension arm. Just get yourself a new belt. An old loose, slack belt will always drop off.

    They can sometimes be rotated. I say sometimes because I tried it on my junk parts 388 and they turned with not much force using vice grips.     Audio interface VS CD recorder mixdown tascam 388

    I always use a Tascam CD-RW 700 Cd recorder. Straight out of the 388 into the recorder. I can't really compare it to an interface as I have never owned one. But I probably will get one soon. The CD recorder works great. And it's nice a simple.
