There's really no rules.. every song/project is different. If you're mastering your own mixes there shouldn't be to much eq needed because you're using the same room that influenced your previous eq decisions in the mix .. so that shouldn't change drastically. If anything I like using wider...

As long as the low end translates good you should be ok. I like to keep intros sometimes a hair lower than the song they precede... which gives the next song more impact. It's relative.

If you have an isolated sample of the noise/hiss you should be able to reduce it with Izotope Rx or something similar that does spectral repair... and like MJ mentions.. ..probably best to minimize in the mix with automation, eq and gates if it wasn't caught in the recording stage.

That's true. In mastering there's not really a "board" involved although there can be an analog console. What they probably meant was analog outboard gear ie. eq and compression.
