I like Vegas a lot.
The 5.1 isn't just a plug-in, it's now integrated right into it. There's some plug-ins to do stuff in 5.1 tho. I mainly use it for 5.1 composing.
The thing is, you'll need to buy the Vegas+DVD package to be able to export your 5.1 project to AC-3.

I'm n not sure this will help you...
Keep in mind that if you manage to plug a 5.1 sound system to your soundcard in S/PDIF or Optical, you will only be able to listen to DVD in 5.1, you won't be able to mix in realtime using softwares which can. You'll need to use 6 discreets outputs.
