They make isolation boxes for computers, but I don't know how cheap they are. Throw the fan out and make it liquid cooled? Put it in another room? Definately, if it's on any sort of a surface like wood, put something between it and the wood so it doesn't transmit those vibrations.

There's a store on ebay that sells foam direct from the manufacturer, with practically identical specs to Auralex foam for very cheap. I dropped about $120 and was able to do my entire room, including bass traps. If you search for foam on there, I'm sure it'll come up... it wasn't hard to find...
