Try a new midi cable. It could be as simple as that. You say you don't think that's what the problem is, but it's best to get the simplest thing out of the way first before diving any deeper.
Let's take it one step at a time. Start with Cubase on your mac or PC. Read the manuals for both the M Audio fast track and Cubase. The focus of the first step in the process is to get Cubase to recognize the interface so you can use both audio and midi with it.

Have you tried going to Reapers midi page uder 'Preferences' + activating it there? Reaper can be a little squirilly with midi, but it would be an unusual amount of squirilliness for it to flat refuse to recognize a whole device.

Is there a 'controllet remap' utility or page in Cubase? That would make it easy.
If not, there are some freeware midi utilitly vsts that do CC remaping --- I think even MIDIOX does it...

If you're going to use the sequencer in the drum machine then run a master clock from your computer. To do this you need only one midi cable from the out of your Delta Audiophile cards' midi output, then into your dr-5. Remember to put the clock in the mode to receive midi clock.
