You can, but you recording software will convert wave files to cda (cd audio) format on the fly. So the files on your cd would not be wave files anymore.

Another vote for Sure Thing CD Labeler. I started using it when I needed a program capable of doing circular text, for example around central hole. It was good enough for me ever since.

To answer your question: yes, you can run Delta under Windows 98. When you turn new box on, does the OS find "new hardware"? If it does, then the problem most likely with the drivers installation. If it doesn't, then the card is probably not sitting correctly.
