    You could move the console really far back to put you at the other 38%(closer to the back wall). The 38% rule isn't really a rule anyway, just don't sit in the centre.

    They aren't thick enough to be at all usable. The "simple soundbooth" claim is bogus. It will absorb, but only high frequencies. You are far better off with rigid fiberglass panels, at least 2" thick.

    How tight is your budget? Tight could mean $100 or $10,000 depending on the person. Also, it is more important to use accurate, rather than good sounding, monitors. PS. I don't think the studio building & display forum is the right place for this question.

    Well make sure to build a two leaf structure (MAM) and not 3 or more. If you can, build a double stud structure. This, if done correctly, could give an STC 60+, which is considered "Superior soundproofing; most sounds inaudible" (wiki).
