Room treatment (as mentioned above) is intended to treat the acoustics of the space, and not to isolate from noise (this would be the often confused difference between "soundproofing" and "acoustic treatment"). I would dedicate at LEAST 1/3 of your budget to acoustic treatment right off the bat...

Listen to "Stab My Back". Especially at around 1:08, 1:40 and again at the last 15 seconds or so. The drummer rolls across the toms at the end. IIRC, the tom mics are just gated to keep the noise down when he wasn't hitting...
A few things to add... I have a pair of Octava MK012s that I like alot, but they seem to be more than the C4s (they were alot less expensive when I bought them 8 years ago). Consider an Audix i5 instead of the Sm57. Also, if you're looking for a set of tom mics on the cheap, look up the ES57...
If you post up what City you're in, you might find a local member than might invite you buy to help you get your head around some of this stuff.

not that it really helps, but I use this plug in with reaper pretty regularly, so it does indeed work. suggestions above were good. also, in reaper, when you pick a new folder for vst's click the "re-scan" button.

Absolutely. Actually, the Tascam unit (and some of the others above) have 8 or more mic pres... so you could throw 6 mics on the drums, a mic on the guitar and another mic on the vocal and record each to a separate track all at the same time.
That Tascam is looking like a great deal to get...
The MAudio website has a driver for Win7 32 and 64.
Do you have a Guitar Center or Sam Ash or major music store near you? I'd buy from a store so you can (more easily) return something that turns out not to work... Personally, I'll never buy anything from Emu/ Creative again.
As for inputs...
That one's got my vote. I've been using a pair of MAudio 1010lts together for YEARS. Always solid and never failed. I think that will have sound quality as good as anything else in the $ range. Plus, its got more inputs than the rest- thats a no-brainer to me. If you stick with this hobby, I bet...
yeah, that sounds pretty bad, but there's hope. I've never heard a direct recorded guitar that sounded particularly good, so I can't say I'm shocked. so, thats an electric plugged straight into the front of the Inspire? How did you get the distortion? Software plugin?
