Easiest would be to record SMPTE to the 1" and send TC to the computer. Cubase chases the 1". This is called "Code only master." Tach pulses are too inaccurate to use for chasing. They were originally used to lock audio to video film projectors.
If the switch works- you can easily verify that with a VOM- do a visual inspection of the circuit board and see if you can see any cracks that may have damaged a trace. Follow the traces from the switch.
The 48 uses a separate circuit for the balanced out puts- powered by it's own fused power supply. Don't short 1 and 2 or 1 and three to run unbalanced. You short the output transistor to ground- fuse blows or you take out the transistor.
