    More than anything else, your latency depends on your drivers. And when were talking about the lowest achievable round trip latency's absolute rock bottom limits, it is completely dependent on your drivers.

    stick audacity in REAPER's right click menu as one of the external editors, then you will have the audacity pencil tools and stuff you are already familiar with and the learning curve wont hamper you from getting work done

    There's a known issue with some maudio devices which feature a mix: live vs daw knob or similar, where some of the output ends up on the input. If your card doesn't have this feature it may be as others have suggested

    Try changing this in project settings It's a bit confusing so I just leave mine set to "time" and do any stretch by hand
