Update: Found.
For future reference, the .ini files are found in C:\Users\Dale\AppData\Roaming\REAPER... called reaper-kb.ini
You will have to set folders to Show Hidden Files, in order to see the AppData folder, et.al..

Have you set up Reaper to see the inputs?
Main Menu/ Options/ Preferences, under Audio / Device, from the list on the left. Set inputs: first to Ch1, last to Ch2.
I've also had good luck using the manufacturer's ASIO drivers downloaded from their website.

I re-read your OP and see that you lost your desktop icons.
Right Click on an open area of the desktop (I assume it is all open now)
Choose ARRANGE ICONS BY (dropdown menu appears), check SHOW DESKTOP ICONS. "F5" refreshes the screen.
