I tend to believe that the signal chain starting with the Mic/Guitar/Bass > Preamp > Converter > etc... is the most important. i.e. starting with the Instrument/Mic. So I'd upgrade my Mic before upgrading my Pre.
Not sure about Logic, but in Reaper (depending on the stretch/tempo settings) it shouldn't do anything "bad" to your recording. Half timing them or doubling them would probably sound weird regardless of the stretch/tempo algorithm... but 1-20bpm shouldn't really be an issue... why not just try...
Doesn't the HX Stomp have an FX Loop? Couldn't you put both of your Analog Pedals into the FX Loop of the HX Stomp and then create one Scene/Preset using just those 2 Pedals in the FX Loop and one Scene/Preset without them, and use only 1 Button on the HX Stomp to Switch between them?

Yes, it would work just fine. Remember to create your Patchbay like a Waterfall. Top makes sound... Bottom receives sound. Also make sure to make a spreadsheet or a diagram, labels, etc... nothing worse than setting up a Patchbay and not knowing what is what. ;)

Does your Keyboard require you to hold the Fn key to use the F4 key? Some do, some don't, but since you can't just change the Screenset/Layout from clicking the actual Screenset/Layout and not just hitting your F4 key... maybe that's not the issue. Just spit balling.
How much was it? Hopefully dirt cheap, considering it's like 22 year old "digital" built in hard drive technology... and what are you trying to accomplish by connecting it to your computer? i.e. What "setup" are you thinking you need?
Portable just means it's a .DLL or .VST3 file that you'd need to copy/move into your DAW's Plugin Folder. One with an Installer, runs a Program which will Install said .DLL or .VST3 into the Folder for you, and probably leaves behind some Install/Uninstall files in it's wake.
