Deleting an account is tricky. Members can't do that, but mods have a couple of ways: the easiest is to mark the member as 'spam' which then removes the member and all content. The other way is to ban the member, then select all content and delete it.

I've got a few DSK VSTs that I use from time to time. DSK Brass and DSK Overture I try to avoid unless I really need to use them. Their use can result in Reaper crashing occasionally.
I don't think you will find an interface like that, but you will find DAWS in which you can remotely control the transport functions via midi. That might be a worthwhile starting point

For you first problem, turn off software monitoring in Reaper. Click on the little loudspeaker icon next to the arm record button untill it says 'record monitoring off'
