The feature your looking for is called "Multicam Editing" look for any video editing software that can do that. My personal favourite (and what i use to make money) is Final Cup Pro X. Adobe Premiere Pro also works. DaVinci Resolve is totally free and legit and just as powerful. Take your pick!

I'd be very interested in seeing the results of you experimenting with this idea :) It's actually funny how a cut doesnt need to fall on a beat, it draws less attention to itself and as long as the action on screen is timed well, people will feel the video is on time.
