Hard to say without hearing it, but here are some techniques that often can help:
a) A boost at about 2.5 k or 3k with a narrow Q factor, coupled with a boost at double that frequency ( 5 k or 6k), low cut at about 100 Hz, and cut a bit somewhere in the lower mids ( 200-400 Hz) if necessary.

The AT2020 has received some pretty good reviews since they released it. On a budget it would be a good choice. I wouldn't buy Behringer mics personally. Also consider the Rode NT1A as another possible option that will do a very good job on lots of sources-not just vocals.
Sound Forge is a great program for mastering and working on mono or stereo tracks, cleaning up sounds etc. The early versions only let you use direct X plugins, but since version 8 they have included support for vst as well, which makes it even more useful.
Also making sure that you have your gain staging done efficiently, during both the recording and mixing processes is a big part of not only getting the volume level up as well as getting clarity and headroom.
