I use some UAD modules but also use Waves in Protools with Low Latency enabled round trip latency is less than 3 milliseconds. I notice if I monitor from the DAW but not from the interface even with fully loaded track.
I use bucket loads of VST effects and use both Kontact and MPC and have zero issues with latency at 512.
I take your point about 64bit OS I hadnt realised.
I bet the static was due to trying to push the buffer too low, don't get hung up on low buffer size mine is set an forgotten about at 512 on a UAD Apollo. Use direct monitoring and you will never have to worry about latency.

There is no point in using hobby drivers like ASIO4ALL when using a well tried and tested interface like Focusrite
I had a Dell 690 in a cupboard at the rear of my recording room, no real issues with cables (i patched them through the walls) the issues were, significant heat build up meant the fans were ramped all the time (.5 x 1m hall cupboard) and the utter pain in the a** when rebooting, installing...
Most audio issues are caused by buffer size increase a step at a time and retest, that should resolve it, modern interfaces have monitoring methods so that simple round trip latency is not the problem.
Pretty sure that needs phantom power, it's a condenser mic, you will either need a phantom power adaptor (search Amazon) about 20 dollars or an audio interface that supplies power about 100 bucks
It depends what your intended end use is as to whether you think spending money is worth it?

I suppose the obvious thing to say is have you contacted Avid? They have great customer support I have found that more useful than advice from forums.
Protools is hungry but should run on an I5 with 16GB ram so I doubt it's that, more likely a configuration issue.

I don't use a Mac, but also run latest pro tools and after setting up my project folder have never had any issues saving files.
Bit obvious, but have you raised this with Pro Tools? their customer service is really fast.
