It looks that way. To be fair I made the same mistake...uh, minus the publicly blaming the vendor part.

My point was that if you're using TRS by mistake there's a good chance it wont work.

I have a GDI21 and just verified it will not work with a TRS plug. The LED will light when a TR plug is jacked into the "IN" jack. Is the LED not lighting? Make sure to hit the pushbutton switch to activate the pedal.
Something to try since powering up relies on the sleeve connection on the plug, is wipe down the plug with some alcohol or other electronics solvent. Perhaps if the barrel on the sleeve has some oil or other crap on it, it simply isn't making good contact. Also could take a cotton swab QTip with some cleaner and wipe the contacts in the jack
Try some other TR plugs also to see if you can get the LED to light up. I've had a few plugs that sometimes don't seat correctly in a jack because of the shape of the tip connector.
As suggested previously if you have a 9vdc wall wart adapter give that a try. TIP on the adapter needs to be (- /Neg).

Also, good call on the shop sending the same unit out twice.
I'd send the unit back with a dead rat included.

I bought a second-hand Behringer GDI21 pedal from MUSIC WAREHOUSE in Colchester UK, approx 4 weeks ago for £15.
On receiving the pedal, I put a new battery in, plugged in a couple of leads and NOTHING! no red LED, no sound, nothing!
I e-mailed them, and initially they were quite helpful, and offered take the pedal back, and to send me another (second hand) pedal, which I accepted.
It took two weeks for the replacement to arrive, and guess what - exactly the same as the first! I tried it on a battery, and with a 9V power supply (of the correct polarity) - but nothing!
I have now contacted them by phone. They say the 1st pedal was sent out untested, but the second one was tested and was working. As far as I am concerned, I have now received two pedals from them which do not work! I spoke to the manager called "Lou" who refused to take this second pedal back, and refused to refund my money
THINK VERY CAREFULLY BEFORE DEALING WITH THIS COMPANY!
I notice there is a lot of advice concerning the different cables which might solve the problem on this pedal. (the stripes often are insulators denoting stereo or mono use) I believe they might be on the right track but the real issue for this customer is that he did not receive any of this help from the company who sold him the pedal. Given that he is in the United States, you would think the company would provide this information, either in the package or over the phone. But why wait for the phone calls? A simple flyer in the package would solve this problem, if in fact the cord is the real problem. I agree with the customer. When a company does not know how to solve simple problems for their customers, they should not be in the business. Good Luck,
