So does 'banned' under the name actually mean that someone has been banned? Or is that just a way to say "Look at me! I'm A rebel yo!"?

It usually means they're banned, unless they put it up themselves. I always just check to see if I can give them rep or not...if the button is gone, then so are they! :D
 
I try to keep myself inside Dave's anti-ban aura. It's small but comfortable. :drunk:
