Pre-amp not boosting

The Audio Buddy I used to boost my recording volume is not doing it. I still need to amplify in Cool Edit. Here is my system /settings:
* Audio Buddy Dual Mic Pre-amp
* Roland UA-100G Audio Canvas
* Rode NT 1 condensor mic
* 48V phantom powers supply

I have the UA-100 set to Windows XP. My recording loudness is not much greater than the loudness without the pre-amp. The 'gain' control does boost loudness at the point of recording. The actual recorded loudness is a "shadow" of what I monitor.

BTW, I record close to my computer that has a noisy SCSI card. Can the sound-proof materials muffle that high-pitched whine?

How do you have everything hooked up exactly? You say it is loud for monitoring but not recording. How do you have the monitor and record chains routed?

monitor / record routing

microphone > phantom power > pre-amp 'instrument' 1 > pre- amp 'output' 1 > UA 100G 'mic 1' with a 'balanced cable'

UA 100G is USB
