need help identifying a certain sound

Hello, I'm trying to figure out what the sound is around 1:01 into the song attached. You'll hear the song break and then what sound like some kind of tape rewind and Fast forward. maybe an old tape machine? does anyone know where I could get a sound effect like this or how I could achieve this effect?
