Hum in recording (Continued)

So, I went out and bought a new XLR mic cable to connect my MXL 990 to my presonus tubepre. My connection from the tubepre to the delta 44 breakout box is balanced. I am still getting Hum. I had 2 of my friends who go to school for audio come over and check it out. They told me to plug it straight into the walls and not powerstrips and that will get rid of the hum. I tried that, and still got hum. I was told I would have to replace somthing in my circuitbreakers to eliminate this noise. I am in need of desperate help. I am also sorry I reposted this.
 
Do your friends from school have a preamp they can bring over to swap out with yours?

Replacing your circuit breakers is not the fix.

This is seeming more and more like a grounding problem with the preamp.
 
This is likely not a power strip/power problem, but more likely related to the cable or gear being used. Try the cable somewhere else and see if the hum follows it.
