you mean a snare roll and cutting voice's syllable to rearrange (and/or repeat) them according to the beat?

It's called a stutter edit. People used to do them using samplers. Sample the sound you want, assign it to a key on a keyboard/controller, and go to town. This one almost sounds like the opposite, where it's cut out in a rythmic fashion.

You could still do that with a sampler, but it'd be more difficult. I think you'd just want to sample (using this song as an example) the "ay" of "replay." assign it to a key and as the part comes up you trigger your sample in rhythm.
